- Not contrary to morality and not contrary to public order

- Editor in Arabic or in a language generally used by the Department

* The applicant must satisfy the legal requirements regarding the legal capacity to sign

* Be the holder of an official document proving his identity

* To attend and spend himself in front of the aid (except for the cases of signature deposited in the municipal books)

Note:

For illiterate persons who are unable to sign: Read the books on them with a record of two witnesses from the trustees accompanied by the identification card and the reference to that in the notebook
